Case Study 3 Health Care Partners Inc. Anna Yetkie. Download PDF Download Full PDF Package This paper. A short summary of this paper. Overview Health Care Partners HCP was forty-year old Company that provided health care benefits to large corporations. HCP needed to keep their health care costs down for their clients, but in order to do this they needed to get physicians and health care providers to accept the cost reimbursement rates that were offered by HCP.

The reimbursement rates were comparable to their competitors, but physicians and health care providers were resistant to join due to the fact that HPC was slow to reimburse for services provided. Issues They had been using a paper based system and this was the root cause for slow reimbursements.

HPC decided to modernize their operations in order to pay service providers quickly by upgrading their computers, but there was no software on the market that partners healthcare case pdf download the needs of HPC. HPC decided to hire a software firm called SoftSmart to develop the software they needed. The project was called QuickPay. Major Issues During the first quarterly meeting review Paul Harris, the CIO discovered that he could not get a straight regarding the status of the project.

There were no metrics to measure the project and there were over scope changes within three months. The costs were increasing due to scope creep. HCP could not provide status updates because they were waiting for the scope change approval. It was apparent the cost of the project would increase; there were no metrics, schedules or status reporting. Paul Harris demanded monthly meeting rather than quarterly meetings.

SoftSmart did not provide good metrics because they did not believe metrics added value. The morale of the team was poor, key personnel left the project and the status reports provide no value.

They determined that baseline was not being followed due to the number of scope changes. The requirements package had not been prepared properly and they would not be able to meet forecasts.

HPC should have formed a governance committee. There was not risk mitigation performed by the project manager or project team. Also, there were no contingency plans in place. Recommendations The project manager should have included a member of SoftSmart present at all quarterly meetings to discuss their progress and provide metrics.

It is not possible to determine the project status without the use of metrics. The project manager should have monitored and controlled the project by measuring progress to ensure that the project was on schedule and addressed the business needs. There were over scope changes within three months due to the poor definition of requirements, partners healthcare case pdf download. If definition of requirements were accurate there would not have been so many scope changes.

It was clear that HPC project team partners healthcare case pdf download not want to provide metrics due to the fact that the project was clearly being executed wrong and managed ineffectively.

If I were the project manager on this project and I would have initiated weekly progress meetings to monitor and control the project better. This would enable the project manager and team to review change requests, get up partners healthcare case pdf download date work performance information, get organizational product updates, plan updates and project document updates, partners healthcare case pdf download.

There should have been a project steering committee created to review the performance of the project. If this were the case the project partners healthcare case pdf download would have to provide status reports, progress reports and forecasts. If the project manager used a project performance measurement, such as Earned Value Management, she would have seen within the first month that project was partners healthcare case pdf download meeting its baseline and could have taken measures to take corrective action, partners healthcare case pdf download.

The change orders that the SoftSmart team were requesting should have been communicated to all affected stakeholders. This would have been a red flag that there was a problem with the definition of requirements. Changes to a project should be reviewed and approved by the same team that approved the project.

There should have been an impact analysis of how the scope, time and budget would be affected. There also should have been contingency plan in place. Paul Harris was absolutely correct in hiring an outside consultant firm to perform a health check. Works Cited Kerzner, Harold. Related Papers Project ManageMent case studies By Shabeeb Naveed.
